Dubuque earned its river-city credentials the hard way: starting in 1851, contractor Abel Hawley cut a channel through the riverfront's peninsulas and islands to create what became Ice Harbor, a protected refuge where barges and boats could escape winter's crushing ice floes. Steamboat traffic exploded from just ten arrivals a year in 1835 to more than two hundred by 1850, and in 1858 Congress made it official by designating Dubuque a federal Port of Entry.
