In 1892, the building was the home of Key City Livery Stable. Horses from the Fire Engine House 1, across the street, were housed here. Also, the well-known race horse, "Nutwood," resided here.

Before the automobile, a livery stable like this one was small-town infrastructure — a place that boarded, fed, and rented out horses for a fee, and often doubled as the local hub for hired carriages and delivery teams. Dubuque, nicknamed the "Key City" for its position as a gateway between the Mississippi River and the surrounding countryside, once had several such stables downtown, some sharing quarters with the fire department's own horse-drawn engines.
