"Brotherhood" ran deep in Dubuque's social history well beyond family-owned taverns - fraternal lodges were a huge part of city life. The local Fraternal Order of Eagles, Aerie 568, was founded in 1904 and grew so quickly that by 1908 its 478 members moved into the former Dubuque Herald building on Locust Street, spending $30,000 to add a library, reception room, and what was then the largest ballroom in the city. When urban renewal claimed that building, the Eagles built a new home behind Kennedy Mall in 1970, an era when lodges, aeries, and clubs built around brotherhood and fellowship were a cornerstone of Dubuque social life.
